actually it seems like he is making cod fish balls, which is a Portuguese recipe. It's a pretty basic recipe, as potato, codfish, onion, egg, and parsley are major components on most bacalhau dishes. This dish is usually prepared with the leftovers from a codfish dish. I like to add Portuguese crushed red pepper into mine for a better color and some spiciness. I also prefer using onions instead of chives.

I just want to say that these are called BACALAITOS and they originate from PUERTO RICO. They come from the natives who lived along the coastal areas of the island and they usuallly are large and flat with great seasoning and yes made with cod fish and flour.
I make the best, because my mother thought me how to make them.
