SanRose The Fish is usually Cod, cured, salted and dried. You wouldn't cook smoked salmon before combining it with a meal.
The reason Jamaicans soak or boil the fish before cooking the dish, is to remove excess salt.

I have never heard of, and I would not recommend, a preparation that did not require the fish to be fully cooked before combining with the ackee.
