Whisk the chili powder, sugar, cayenne, vinegar, 3 tablespoons oil, 1 tablespoon salt and 1/4 teaspoon pepper in a bowl to make thick paste.
Pat the wings dry, remove wing tips and discard. Put the wings in a large re-sealable plastic bag with half the paste; seal, and toss wings in bag to evenly cover with the mixture. Marinate at room temperature for 30 minutes or refrigerate for up to 2 hours.
Prepare a grill with medium-high heat. Lightly brush grates with oil. Evenly arrange the wings on the grill, cook until crisp and just cooked through, 4-5 minutes per side. Brush the wings with the reserved rub and continue to grill for another 2 minutes. Transfer to a platter; serve with Bush's® Black Bean Fiesta Grillin' Beans®.
