Shirley, fall off the bone is a moniker used by restaurants that boil their ribs and sear them quickly to look like they have been grilled. A true rib will have some "bite" to it. Meaning that when you take a bit only the meat you have been into will come off the rib. Rib meat that falls off is a poorly cooked rib. Any rib in a competiiton that fell off the bone would be thrown in the trash can..
As an aside. it is imperitive the membrane on the bone side be completely removed not just cut......

My husband is the griller of the family. We have tried to make ribs a few times and have had challenges getting them to "fall off the bone". This recipe sounds like it offers a technique that will yield tender ribs, but we went with a family method which is tried and true to create the best ribs you'll ever have that FALL OFF THE BONE!
The flavor combination in this recipe was good, but not my favorite. The rub portion was great, but I wasn't crazy about the basting sauce. It was rather tangy and didn't compliment the rub as well as it could have. Based on the name, I was expecting a little heat and crushed red pepper.
