Bring 3/4 cup water to a boil in a small saucepan. Meanwhile, place the oats, raisins, almonds, chia seeds, hemp seeds, flour, sugar, cinnamon, allspice, cayenne pepper and salt in a small serving bowl; mix well. Stir the boiling water into the oats mixture. Cover and let stand until the oats soften, about 3 minutes.
