I've watched them make the Chili at my local Waffle House. It most certainly does involve meat, although the recipe featured here does not appear to be identical.
When I watched the cook make the chili, this is what went in it:
4 1/4 lb beef patties
A bunch of sausage patties (I couldn't count them
Onion
1 single-serving can tomato juice
A bunch of water
A bag of Waffle House Chili Mix (I suspect all the seasoning, along with the beans, is in there. This was more than just a seasoning packet, but there was no liquid in it.
I can't imagine my local restaurant piled all that meat in the chili just for the heck of it, if the bag already had meat-like substance.
Except for the tomato juice, not a single can was opened to make the chili.

Bert's Chili actually does not have any meat in it at all; it uses TVP or TSP in the place of meat, as do most commercial canned chilis. Not a bad chili, but not like Waffle House's either.

this is a great chili with good flavor with things you can have on hand. It also lets you spice it up without ruining it's integrity. We gave it two thumbs up.
