Make the sour mix: Bring the sugar and 1/2 cup water to a boil in a saucepan, stirring to dissolve. Stir in the lemon and lime juice, then let cool completely; store in the refrigerator.
Make the margarita: Muddle the cilantro and 2 jalapenos in a large pitcher. As you muddle, add the tequila and triple sec, then stir in the sour mix.
Moisten the rims of 3 or 4 glasses with water and dip in salt. Fill with ice, then pour in the drink. Garnish with a jalapeno slice.
