Heat the cream in a saucepan until almost boiling. Place the chips in a bowl and pour the hot cream over. Let sit for 1 minute, then stir until the chocolate is melted and the mixture is smooth.
Meanwhile, place the tart shells on a platter and divide the dulce de leche among the tart shells.
Add the vanilla extract to the chocolate ganache and stir. Spoon or pour the chocolate mixture into the tart shells.
Place pecan halves on half of the tarts and whipped cream with sprinkles on the other half. Serve.
