  1. For the arepa dough: In a bowl, combine the warm water, chili powder, brown sugar, salt and 1 tablespoon olive oil. Mix by hand until the dry ingredients are dissolved into the water. Slowly mix in the harina, continuously mixing by hand. Mix until smooth, then cover with plastic wrap and let rest for 15 minutes. Divide into 8 equal balls. With your hands, take each ball and form into approximately a 3/4-inch patty, sealing the edges with no cracks in the dough.
  2. For the pico de gallo: Combine the tomatoes, lime juice, cilantro, jalapeño, onion, salt, cumin and pepper in a bowl.
  3. For the crema: Combine the sour cream, vinegar, salt, pepper and chipotle in a bowl.
  4. Preheat a skillet on medium heat, approximately 300 degrees F. Preheat the oven to 350 degrees F.
  5. In the remaining 1/4 cup olive oil, cook the arepas 7 minutes on each side. Place the arepas on a cookie sheet and bake for 10 minutes. Sprinkle the hanger steak with salt and pepper, then add to the skillet and cook to medium-rare, approximately 10 minutes. Let rest for 5 minutes. Slice the steak against the grain into 16 equal pieces.
  6. Place an arepa in the center of a plate, then place 4 slices of steak on top and sprinkle pico de gallo on top of the steak. Drizzle the crema over that.
