  1. For the marinade: Lightly fry the red chile blend, garlic, anchos, guajillos and pasilla in some oil. Blend with 2 cups water into a smooth paste.
  2. For the beef birria: Add the white onion, oregano, peppercorns, cumin seeds, bay leaves and garlic to a mesh boiling bag and tie it securely closed.
  3. In a large pot, boil the neck meat, chicken bouillon, salt, boiling bag and 13 cups water for 2 hours on medium heat. Add the blended marinade and cook for an additional 1 hour on low heat. Shred the beef, and strain and reserve the broth (consommé).
  4. For the green salsa: Blend the tomatillos, jalapeños, serrano, garlic, cilantro, salt and 1 cup water.
  5. For the quesabirria: Dip a flour tortilla in the consommé, then heat both sides on a griddle. Add 2 ounces grated cheese and fold the tortilla. Add 2 ounces birria inside the folded tortilla. Top with chopped onions and cilantro. Serve with a side of hot consommé. Repeat to make more.
