Into a large pot set over medium heat, add the ground beef and cover with water. Bring to a simmer and cook just until the meat is cooked through, 20 to 25 minutes, stirring occasionally.
Strain the beef and then add back into the pot. Add the chili powder, cayenne, cumin, salt, sugar, tomato paste, garlic, tomato sauce, pinto beans, broth, onions and peppers and mix until well combined and thick. Add 2 cups water to the pot to thin slightly and simmer for 1 hour 30 minutes.
To serve, spoon some chili on top of beef tamales or use as a side dish.
