Special equipment:
a spice grinder
In a large pot, sear the beef shanks to give a brown color. Add the Garam Masala, chili powder, ginger paste and salt. Add the beef stock and 7 cups water. Turn the heat to low; cook for 4 to 5 hours. Combine the whole-wheat flour with 2 cups water to make a slurry. Add the slurry mixture to the rich beef broth and keep on stirring it well on low heat, 10 to 15 minutes. Skim any excess oil from the top. Serve with freshly cut ginger, cilantro and lemon wedges.
Garam Masala:
Grind the fennel seeds, ginger, cloves, peppercorns, mace, nutmeg, black and green cardamom and cinnamon sticks together in a spice grinder.
