Beat 4 eggs, add all ingredients except salmon, eggs, and flour. Flake salmon with fork and mix into rice mixture.
Using the ice cream scoop, form into balls, and dip in flour, dip in egg dip into bread crumbs and let stand for 30 minutes before deep frying in 375 degree F oil.
Drain on paper towels and serve hot.
