Preheat the oven to 375 degrees F.
Chop the boneless beef into 2-by-4-inch pieces. Chop the bone-in beef at the bone segments. Brown the pieces of beef on all sides in a small amount of oil in a pan to seal the flavor in. Transfer the browned meat to a large oven-safe pot.
Mix together the ketchup, onion, tamari, Worcestershire, vinegar, brown sugar, mustard, granulated garlic, pepper, salt and 3 cups water in a bowl, then add to the pot. Make sure all the meat is coated with the sauce. Cover with foil or a lid and braise in the oven until the meat is easily separated with fork and tender, 3 1/2 hours or longer.
