Fill a bowl with water, to chill caramel if it starts to burn. Insert a stick into apples. Place sugar, syrup, and water in a saucepan and stir with a wooden spoon to combine. Then, do not stir until the color is a deep amber. Remove from heat. Using a clean wooden spoon, beat in butter then stir in cream and salt. Dip apples and place on waxed paper until hard.;
In a crock pot combine caramel and water. Cover and cook on high for about 1 to 1 1/2 hours. Turn control to low; dip apples and cool on waxed paper.;
