For the filling: Put the flour, brown sugar, butter and cinnamon in a bowl and mix together with your fingers until you have a wet sandy texture. Set aside and refrigerate.

For the cake: Preheat the oven to 350 degrees F. Prep 2 loaf pans by spraying them with nonstick vegetable oil spray and lining them with parchment paper.
Stir the baking powder into the flour and sift into a medium bowl. Set aside.
In a stand mixer, cream together the granulated sugar, butter and salt. Scrape down the sides of the bowl. Beat in the vanilla and then the eggs one at a time; scrape the bowl again. Add the flour mixture and milk, alternating between the two. Scrape down the sides again and mix for 10 more seconds.
Fill the bottom one-third of each pan with the batter. Sprinkle in the filling. Fill the pans the rest of the way and then sprinkle on the topping.
Bake for 30 minutes, then rotate the pans so they bake evenly. Continue to bake until a cake tester or toothpick inserted into the center comes out clean, another 15 minutes or so. Let cool in the pans until warm, about 20 minutes.
