Preheat the oven to 350 degrees F. Whisk the flour, baking soda and salt in a medium bowl. In a large bowl, beat the butter, superfine sugar, brown sugar and vegetable oil with a mixer on medium speed until creamy, 2 to 4 minutes. Beat in the water and vanilla until smooth. Beat in the eggs, one at a time. Reduce the mixer speed to low and beat in the flour mixture until just combined. Stir in the chocolate chips.
Drop heaping tablespoonfuls of dough 3 inches apart onto parchment-lined baking sheets. Bake until golden brown, 15 to 20 minutes. Let cool on the pans.
