  1. Snip the fish almost to the tail, open the "leaves" slightly, and put them on the cupcake. Snip the marshmallows in half diagonally, and press the cut sides into the sanding sugar. Press 3 marshmallow halves onto each fish, toward the tail end, using an extra dab of frosting to help them adhere if necessary.
