For the chicken: Preheat the oven to 425 degrees F.
Toss the chiles, garlic, bell peppers and onion with the oil on a sheet tray and sprinkle with salt. Roast for 20 minutes or until lightly caramelized and tender. Transfer the vegetables to a blender and add the red wine vinegar, smoked paprika, brown sugar, oregano and lemon juice. Blend until smooth, then season with salt. Reserve 1 cup of the sauce, then pour the remaining sauce into a large bowl. Add the chicken pieces to the bowl and toss well, massaging the sauce into the chicken. Place the chicken pieces skin-side up on a sheet tray and sprinkle generously with salt. Bake the chicken until partially cooked, 20 to 25 minutes.
Preheat a large grill pan over high heat and lightly brush with canola oil. In batches, grill the chicken for about 5 minutes total on all sides to create some grill marks. Then brush with the reserved peri-peri sauce, rotating the pieces periodically and brushing with more sauce as needed until nicely charred on all sides and the internal temperature reaches 165 degrees F, about 5 minutes longer. Remove the chicken from the grill and let rest for 5 to 10 minutes.
For the couscous: Gently heat the chicken stock in a saucepan over medium-low heat.
Add the olive oil to another large saucepan and heat over medium heat. Add the onion, bell pepper and a pinch of salt and sauté until soft. Add the turmeric and cook for 1 minute, then add the couscous and stir to coat. Allow the couscous to toast for about a minute, then add the hot stock and bring to a boil. Reduce the heat to low, cover the pan and gently simmer for about 15 minutes or until all the stock has been absorbed. Let the couscous stand off the heat, covered, for 10 minutes. Fluff before serving and season to taste with salt.
For the minty mushy peas: Melt the butter in a large skillet over medium heat. Add the peas and red pepper flakes and sauté for 3 to 4 minutes, until just warmed through. Transfer half the peas to a bowl and partially mash so they’re broken up but not a paste. Add the rest of the peas, the parsley and mint and toss to combine. Season to taste with salt and pepper.
Serve the peri-peri chicken alongside the couscous and minty peas. Garnish with the parsley.
