For the celery root purée: Add the potatoes, celery root and garlic to a large saucepan and cover with water. Season with salt and bring to a boil, then cover with the lid and reduce to a simmer. Cook until soft, about 15 minutes. Meanwhile, warm the cream and butter in a separate small saucepan over low heat. Do not simmer.
Transfer the potatoes and celery root to a food processor with the warm cream and butter and process until very smooth. Season to taste.
For the basil-mint oil: Bring a small pot of salted water to a boil. Blanch the basil and mint for 30 seconds int the boiling water, then transfer to a bowl of ice water to stop the cooking. Immediately drain and then pat dry and place in a blender with the olive oil and a generous pinch of salt; blend until smooth. Add the lemon zest and juice and pulse to combine, then pour the mixture through a fine-mesh strainer. Use a funnel to pour the oil into a squeeze bottle and set aside until needed.
For the pickled radishes: Place the radishes, dill, Fresno chiles and garlic in a heatproof bowl or container. Bring the vinegar, salt, sugar and 1 cup water to a boil in a small saucepan. Take off the heat and pour over the radishes. Let it sit for at least 20 minutes and up to 1 hour.
For the lamb: Sprinkle the lamb with the pink peppercorns, cumin and salt. Heat the oil over medium-high heat in a stainless-steel pan and sear the lamb on all sides until golden brown, about 5 minutes. Add the butter and baste continually with the sizzling butter until the lamb is well seared and its internal temperature registers 125 to 130 degrees F on an instant-read thermometer, 8 to 10 minutes. Transfer to a wire rack set over a baking sheet to rest.
To serve, spoon the celery root purée on the bottom of a plate and spread it out in a circle with the back of a spoon. Slice the lamb and arrange it on top of the purée. Serve a small pile of pickled radishes on the side and dot the herb oil around the plate. Garnish with the fresh dill fronds.
