Directions
Prepare the fritters: Soak the salt cod in cold water for 24 hours, changing the water 2 to 3 times.
Bring a large pot of water to a boil. Add the cod and boil for 10 minutes. Remove to a plate to cool slightly, then flake.
Put the potatoes in a medium saucepan and cover with water by 1 inch; season with salt. Bring to a boil and cook until soft, then drain and mash the potatoes until smooth.
While the cod and potatoes cook, make the sauce: Combine the marinara, olive oil, garlic, paprika, cumin, coriander, pepper flakes, vinegar, sugar, cilantro, annatto and salt and pepper to taste in a medium saucepan. Bring to a simmer over medium heat and cook for 10 minutes, then stir in the lime juice.
Finish the fritters: Combine the flaked cod, mashed potatoes, eggs, onion and parsley in a medium bowl; season with pepper and mix to combine. Scoop heaping tablespoonfuls and shape into balls.
Fill a wide, straight-sided pot or Dutch oven fitted with a deep-fry thermometer with 1 inch of vegetable oil and heat to 350 degrees F. Working in batches, add the balls and fry until golden, 3 to 4 minutes. Remove to paper towels to drain. Serve with the sauce.
