In a large bowl of a standing mixer beat together the butter, sugars, vanilla and salt until light and creamy. Mix in the eggs, adding them one at a time. Add the baking powder and both flours and mix well to combine. Stir in the chips until evenly distributed throughout batter. Scoop the batter by the teaspoonful to a cookie sheet. Bake for 7 minutes or until golden brown.
