a silicone baking mat a 2-inch heart-shaped cookie cutter
Set a silicone baking mat on a rimmed baking sheet.
Put the white chocolate chips in a microwave-safe bowl and add 1 teaspoon oil. Microwave at 50% power in 30-second increments, stirring after each, until the chocolate is melted and pourable. Pour it on the baking mat and spread it into an even thin layer. Refrigerate until set, about 10 minutes.
Put the bittersweet chocolate chips in a microwave-safe bowl and add the remaining teaspoon oil. Microwave at 50% power in 30-second increments, stirring after each, until the chocolate is melted and pourable. Pour the bittersweet chocolate on top of the white chocolate, then spread it evenly to cover and immediately top with sprinkles. Let sit at room temperature until fully set, about 1 hour.
Using a heart-shaped cookie cutter, cut out individual hearts; with a paring knife, cut a small notch off-center from the bottom to hang it off the glass rim.
Chill 2 coupe glasses until very cold, about 10 minutes. Combine the Cognac, creme de cacao, ice cream and ice in a cocktail shaker and shake until the ice cream has melted and the shaker is very cold, about 1 minute. Strain into the chilled glasses and garnish with the chocolate hearts.
