Char the jalapeno over an open flame. Peel and seed the jalapeno then dice and place into a food processor. Roughly chop the celery, parsley and scallion tops and add them to the food processor then cover and puree. Scoop out into a large bowl and add remaining ingredients and mix together. Serve with batterfried NY Strip, filet mignon or onion rings.
