Special equipment:
cheesecloth; a deep-fryer or deep-fry thermometer; a 2 1/2-inch ring mold; four 3-ounce jugs
For the tartare: Freeze the sea bream for 30 minutes to help firm the fish before slicing.
Cut the sea bream into small dice, then transfer to a chilled medium bowl set over a larger bowl of ice. Fold in the Fresno and cilantro, then cover with plastic wrap and chill in the cold bowl set over ice until needed. Right before serving, mix in the olive oil, lemon zest and salt. Set aside.
For the cucumber broth: Add the cilantro, parsley, celery, ice water, sugar, lime zest and juice, serranos, cucumber, Thai chile and garlic to a blender and blend until smooth, gradually increasing the speed from low to high. Season to taste with salt. Strain the broth through a cheesecloth-lined sieve set over a bowl. Leave it to drip through until most of the liquid has passed, then squeeze the remaining juice through the cheesecloth. Season to taste, then freeze until ready to serve.
For the Shirazi salad: Put the cucumbers in a large bowl and sprinkle with salt; set aside until needed, then strain out any liquid that has been released. Pat the radicchio and red onion dry and put in the bowl with the cherry tomatoes, parsley, mint, dill, olive oil, lemon zest and juice. Mix to combine, then season to taste.
For the crispy quinoa: Place the quinoa in a small pot of cold salted water. Bring to a boil, then cover and reduce to a simmer for 15 minutes or until tender. Drain and spread out on a sheet tray to cool.
Set up a deep-fryer or fill a heavy bottomed pot with 2 inches of oil and heat to 350 degrees F.
Put the quinoa into a fine mesh metal sieve and slowly lower the sieve into the hot oil. Use a metal spoon to move the quinoa around and fry for 1 to 2 minutes or until crispy. Transfer to a baking sheet lined with paper towels and season with salt.
To assemble, lightly oil a 2 1/2-inch ring mold and place in the center of a plate. Spoon a quarter of the sea bream mixture into the ring mold and lightly press down with the back of a spoon to compact the mixture. Remove the ring mold. Repeat with the remaining three plates. Top the tartare with some of the Shirazi salad and sprinkle with the crispy quinoa. Pour the cucumber broth equally into four 3-ounce jugs to serve tableside.
