In a saucepan combine water, ginger, and crushed spices. Bring to a boil, lower heat and simmer about 5 minutes until liquid is reduced by half. Add milk and honey and whisk mixture over medium heat until milk is warmed through but not quite boiling. Strain into 2 mugs; serve warm.;
