Make the simple syrup: Heat the sugar and 1 cup water in a small saucepan over high heat until boiling. Remove from the heat and add the tea bags. Let steep 10 minutes, then remove the tea bags. Let the syrup cool.
For each drink: Stir together 3 tablespoons of the simple syrup, the bourbon and lemon juice in a cocktail shaker. Pour over ice and garnish with a lemon wheel.
