Bring a medium pot of salted water to a boil. Scrape in the seeds from the vanilla bean and add the halves of the pod. Add the pasta and cook until al dente according to the package directions.
Meanwhile, heat the butter and heavy cream in a large skillet over medium heat until the butter is melted. Whisk in the chocolate syrup, maple syrup, 1/4 teaspoon salt and 1/2 cup of the pasta water. Bring to a simmer and reduce until lightly syrupy while the pasta cooks, about 5 minutes.
Reserve about 1/4 cup of the pasta water, then drain the pasta and discard the vanilla bean halves. Add the pasta directly to the skillet, tossing to coat it in the sauce and adding a little reserved pasta water only if it seems dry (there should be a thin film of syrupy sauce at the bottom of the skillet). Add the sprinkles and toss the pasta with tongs to distribute.
Divide among 4 bowls. Drizzle with more chocolate and maple syrup, then top with the toaster pastry squares, additional sprinkles, mini marshmallows, candy-coated chocolates and candy corn. Serve immediately.
